These are the basic steps for your Marine DITY Move:
1. Contact your local TMO or JPPSO as soon as you get your orders.

3. Pack your HHG (Household Goods) and property.
4. Schedule the movers to pick everything up.
5. Travel to your new home or base.
6. Unload your belongings.
7. File for Reimbursement from the government.

A Marine Corps DITY move means you choose to personally move your household goods (HHG). Entitlements for the move are given before the move and are based on estimated weight and mileage.
During this process you must keep TMO informed of any changes to your orders and provide us with a valid phone number. Once the DITY move is over don't dispose of any damaged property, including furniture, household goods, etc. You must allow both the government and the carrier to inspect the damage if either requests to verify the damage.
To schedule a DITY move, you must have your official orders. Do not submit Web orders. If you are transitioning out of the Marine Corps, you must have your 11060 form and if you are retiring, you must have your retirement orders. TMO is there to help ensure a smooth move, be it to another installation or out of the Corps.
YOUR RESPONSIBILITIES
1. You must obtain all needed equipment, materials, and vehicles to safely transport your household goods and property.
2. You must locate scales for the certified gross and tare weight.
3. You must obtain certified weight tickets gross/tare you will need to submit for reimbursement.
4. After the DITY Move, submit your final DITY claim with all receipts and required supporting documentation.
5. You must maintain copies of all contracts you made, receipts for your expenses and a copy of the claims package.
COUNSELING - Each Marine requesting to perform a DITY move shall be counseled using the DITY move counseling guide, figure 5-2 in MCO 4600.39 Marine Corps Personal Property Transportation Manual, and the DD Form 2278. A copy of the DD Form 2278 will be maintained on file in the member's shipping file.
LIQUIDATION - Members must liquidate their DITY move by filing a claim. In the event the claim is not liquidated within 45 days after the advance is received, MCLB, Albany or the local disbursing office, as applicable, shall initiate collection action for the entire amount of the advanced operating allowance.Estimated Incentive Computation. TMO's will use the correct domestic segmented baseline rate when computing the Government's constructive cost when the weight break point applies in the Domestic Rate Solicitation. When the weight break point applies, use the minimum weight and baseline rate.
FINAL SETTLEMENT
Immediately upon completion of the DITY move, submit your Marine Corps DITY claim package for:
a. For Local DITY Moves, submit your DITY claim to the Local Disbursing Office.
b. For all other DITY Moves, submit your DITY claim to the Transportation Voucher Certification Division (Code 470), 814 Radford Blvd STE 20318, Albany, Georgia 31704-0318.
The following documents must be submitted with the claim package:
Your DD Form 2278 (signed and dated)
A Copy of your orders with all modifications and endorsements
All Certified weight tickets
Your Completed DITY Move Certificate
Your DD Form 1701 with TMO certification (when constructive weights are authorized)
A Copy of your housing assignment or termination letter (local move)
The contract with the rental company for vehicle/trailer rental
A DD Form 1351-2 (Travel Voucher)
You are not required to forward the following items with the completed claims package. However, you must keep these items on file for 7 years;
All invoices and receipts for expenses that are directly related to your DITY move.
Your LES (Leave and Earning Statement)
Claims for dependent travel (DD Form 1351-4)
Your original orders
Your DD 1701 (Household Goods Descriptive Inventory)
Voucher for Disbursement or Collection (NAVCOMPT Form 2277). If you were given an advanced operating allowance, you must submit your final settlement within forty-five days after the start of the DITY move, otherwise, a pay adjustment authorization will be performed to recoup the advanced operating allowance.
INSURANCE COVERAGE - If your are using a trailer, check your auto insurance policy to see that they are covered in case of loss and/or damage.
Most auto insurance policies cover trailers if they are towed behind a POV (privately owned vehicle); However, some may not cover the trailer at all.
You must buy additional insurance, if required, it will not be reimbursed. If you are involved in an accident, a claim could be filed against you, the insurance company, and/or the Government.
All liability in such cases is determined by the law of the State where the accident occurred. In the past, it has been held by many courts that Marines operating privately owned or rented vehicles on change of station moves are not acting within the scope of their employment.
Therefore, you are not protected by the Federal Torts Claims Act and may be held liable if you have inadequate insurance coverage to satisfy all damage and third party injury claims or lawsuits resulting from the accident.
If involved in an accident while performing a DITY move, you should advise the Staff Judge Advocate at the military installation nearest the accident site.
DITY MOVE CLAIMS - You are responsible for preventing loss and/or damage before, during, and after the move. Claims will be submitted per NAVMC 2760, It's Your Claim Booklet.
Because DITY move participants are responsible for arranging the entire move, claims for loss and/or damage will generally not be paid except in those cases where an act transpires that is beyond your control (vehicle accident, fire, or theft, etc.) and it is determined that you are free of negligence.
FRAUDULENT SHIPMENTS - Shipment of unauthorized items, fraudulent weight tickets, bogus expenses or to unauthorized destinations are illegal. Any evidence of improper actions will be immediately reported to the NCIS. If you make a fraudulent shipment, you are subject to forfeiture of your entitlement and all costs will be at personal expense. In addition, criminal charges may be filed.
